Cities are currently preparing and releasing their Housing Element Update drafts. The table below summarizes the progress that your community has made on its Housing Element Update, where to read the latest draft, opportunities to share comments or questions, and where to find more information. Newly released drafts and status updates will be added as they become available.

The more people we hear from, the better our plans for the future of housing will reflect what is actually needed.

AthertonOn January 31, 2023, the Town self-certified and adopted its 2023-2031 Housing Element. The State has 60 days to review the Housing Element and to decide whether it is in substantial compliance with State law. It is anticipated that the State will have comments and the Town may need to make revisions. To that end, the Town is continuing a community conversation on alternative multifamily housing solutions. On April 4, 2023, Atherton received another comment letter from HCD. City Manager’s Office Update
BelmontHousing Element was adopted January 30, 2023 and submitted to the State of California Department of Housing and Community Development (HCD) for certification on February 1, 2023.

HCD Response letter received 4/3/2023, indicating most statutory requirements have been met but additional revisions are necessary. The City intends to quickly revise the draft and hold public hearings again in May.

BrisbaneFollowing a public hearing on February 2, 2023, the City Council adopted the revised 2023-2031 Housing Element. The City received comments on the adopted Element from HCD on 4/5/2023 and will continue working with HCD to address these comments. East Palo AltoOn February 21, 2023, the City Council adopted the City of East Palo Alto 2023-2031 Housing Element. The City's first draft 2023-2031 Housing Element was submitted to the Department of Housing and Community Development (HCD) on October 21, 2022. Menlo ParkOn Jan. 31, 2023, the City adopted the 2023-2031 Housing Element and submitted it to the State Department of Housing and Community Development (HCD) in early February.

On Apr. 7, 2023, HCD provided the City a letter requesting changes to the adopted Housing Element. The City is reviewing HCD’s comments and will respond. Click here for news release.

Unincorporated San MateoSan Mateo County submitted its draft 2023-2031 Housing Element to the California Department of Housing and Community Development (HCD) for review on January 20, 2023. HCD has 90 days in which to provide formal comments on the draft. After the HCD review, the Housing Element will be considered for adoption by the County Board of Supervisors.
